    Abstract
    In Japan we established Basic Space Law in 2008 in order to regulate and promote space activities in both public and private sectors.Accordingly new administrative bureau was established as the primary office for responsibility in policy making and legislative initiative in space activities. Now we are going to establish new law of space activities with more detailed regulations and rules including licensing,registration and liability issues and roles of government and private sectors. One of the most important issues for us to consider in the process of making new law is how to haromonizing and elaborating proper national regulations and rules with interenaitonal space laws, such as Space Treaty,Rescue Agreement, Registration Convention, Liabilty Convention etc. 
     In this paper the following issues will be 
    discussed for elaborating national law of space activities to implement international space laws; definition of space objects, space activities, person/organization to be applied in this law, government role for authorization/licensing and its conditions and standard of launching and space object, 
    registration of space objects,etc. 
     It would be necessary for us to condisder how to implement international space laws into national space law with harmonizing state practices. 
     In expansion of commercial use of outer 
    space, international space law could not cover new development of space activities, national practices should be based upon any
    kind of international consensus,recommendation like code of conduct or so called soft law.
     In Japan we are try to establish new national space law considering those international and national paracitices and law makings.
