    Abstract
    The space-borne microwave scatterometer is an active microwave remote sensor which is specially designed to measure the ocean surface wind field(including wind speed and direction). One of goal in scatterometer design is to improve the accuracy of $\sigma$ measurement. In this paper, all kinds of factors impacting the accuracy of $\sigma$ measurement are discussed.
