    Abstract
    This paper analyses and compares the options for the legal implementation of regional space cooperation in Latin America, Asia and Africa.
    
    The first phase describes briefly the legal aspects of international space cooperation, the role of the United Nations in promoting space cooperation through the Committee on the Peaceful Uses of Outer Space (COPUOS), and; the role of regional institutions and regulations to promote and support regional space cooperation in Latin America, Asia and Africa.  
    
    The second part analyses the consolidation of the European Space Agency (ESA) as the archetype of regional space cooperation. The objective is to identify three main elements that contributed to the successful establishment of ESA. In addition, the characteristics of the legal implementation of the European space cooperation are identified, to be considered in the further assessment of regional models of space cooperation in Latin America, Asia and Africa. 
    
    The third part focuses on the historical development of space cooperation in Latin America, Asia and Africa. This part includes the proposals and achievements in regional space cooperation, and the areas of mutual interest identified in each of the regions. 
    
    The fourth part is an overview of the regional fora for space cooperation in Latin America, Asia and Africa and their role in terms of space policy and regional coordination of space cooperation.
    
    The fifth part describes the route that Latin America, Asia and Africa have chosen to implement space cooperation, from non-institutional to institutional models. This part is comprised of a comparative study of the three regions regarding the legal instruments and institutions adopted for regional space cooperation.
    
    The paper concludes by presenting a set of elements and legal aspects involved in regional space cooperation, with which to assess the similarities and differences among Latin America, Asia and Africa. Some of the questions to be answered in this assessment are the following: Does efficient regional space cooperation derive from a general legal model to be applied to all the regions? Or are there different legal models of space cooperation?  Finally, a proposal is formulated in order to achieve efficient regional space cooperation through suitable legal mechanisms and suggest the way forward for enhancing regional space cooperation.
