    Abstract
    The purpose of this paper is to describe the current status of the “international system of long-term sustainability of space activities” and to identify, from its development, the upcoming principle of international space law as an additional to the principles of five space treaties in 1960s.
    
    The current international system regarding space activities can be defined as “international system of long-term sustainability of space activities” because it aims to uphold the principle of “long-term sustainability of space activities”. This principle has many similarities with the principle of “sustainable development”, which established the international system on environmental development, which began with the Stockholm Declaration in 1972 (Declaration of the United Nations Conference of the Human Environment) and followed by the UN Millennium Development Goals in 2001. This paper will identify the “sustainable development” model system as a development model for the international system of a certain principle and will try to apply it to the development of the “international system of long-term sustainability of space activities”. According to this model, the development of an international system can be defined as having three phases. This paper will demonstrate that the “international system of long-term sustainability of space activities” is currently under the “re-structuring” phase of its system.
    
    After the aforementioned description of the current status into the development of international system, this paper aims to examine what principle can be extracted through the development of this “re-structuring”. In order to achieve that, this paper will compare two draft documents which are principle constitutive in terms of their nature, matter and way of negotiation in the international community. These are the Draft Code of Conduct of Space Activities proposed by EU and the draft recommendation of the Long-term Sustainability of Space Activities proposed by France in UNCOPUOS-STSC. This newly developing principle contains the possibility to be another basic principle to re-structure the international system of “long-term sustainability of space activities”.
    
    The final objective of this paper is to determine what kind of principle or norm the system is going to develop and to elaborate the meaning and vision of the activities of international community based on the EU Draft Code of Conduct and draft recommendation of Long-term Sustainability of Space Activities.
