- Abstract
The Agenda for the 2011 World Radiocommunication Conference was established in 2007 at the Conference held that year. The complexities facing a Conference are so great that it is necessary to allow for extended preliminary activities. The goal of a Conference is to maximize the effective use of the radiocommunication spectrum resource in a rational and efficient manner. Beneficiaries include national defense and security needs as well as business, cultural, educational, and health advantages. The decisions taken at a Conference provide a technical and operational certainty for all affected users. The 2011 Agenda will deal with primary allocations to the space research service, allocations to the primary and secondary radiodetermination-satellite service (space to Earth) in cetain bands, spectrum identification for gateway links for high altitude platform stations, the effect of emissions from short-range devices on radiocommunication services, allocation to the meteorological-satellite service as limited to non-geostationary meterological satellites in the space-to-Earth direction, and possible additional allocations to the mobile satellite service.
