    Abstract
    The first way to develop the moon for long range exploration and usages would be to replace the 5 space treaties with a brand new U.N. proposed development-favorable regime.  That could be done soon and that plan will be summarized.  The second way is to overcome the current space treaty sanctions against sovereignty being extended into space, having all forms of space resource appropriation forbidden, and making simple commerce illegal.  That may be done by following the positive directive of using international cooperation to effect a clear benefit to humanity.  Building a space governance large saucer cycler orbiter vessel should qualify because that would mitigate a star wars scenario.  Also, ongoing exploration of the Moon would be assisted by a railroad, underground hotels, and exploratory mining.
