    Abstract
The completion in November 2010 of the Sixth Conference of the Americas in Pachuca (Mexico), left open the question of whether it is possible to create a space policy for Latin America.

The need for the creation of a space policy for Latin American comes from the need of synergies and allowing rapid progress in various aspects and ensuring that the continent achievement of a critical importance and weight internationally. The problem is evident, since without this collaboration, Latin America will never be a major international actor in space.

The idea to join forces in Latin comes from the early 90's with the organization of the first Conference of the Americas. The enthusiasm was great and the possibilities seemed great. However, 20 years later, it seems that little has changed at the regional level.

The circumstances lead to think about a space policy for Latin America, progressive creation of space agencies in several countries, national policy-making, increased interest in the subject. However, it is clear that the development of space activities in Latin America is unequal and uneven. With a major development countries are Brazil and Argentina. Continuing, a group of countries are beginning to be interested in spacial activities, such as Mexico, Colombia, Venezuela, Chile, among others, and finally countries with little activity or interest in space issues. This disparity makes very difficult the understanding of the countries on common objectives and on a regional policy that would be compatible with national policies.

The solution seems to be in the use and combination of various models. Pretending to implement the European model seems utopian and the Asian model seems inadequate. By the time the idea of an evolution in space matters with variable geometry if it could be the solution. The study seeks to establish what would be the possible ways for creating a space policy in America, what should be his principles and methodologies. Waiting longer means a delay for the continent and can mean being left behind in space.
