Polish national action plan for development of space technologies & satellite systems usage in the eyes of non-govermental organisations

- Abstract
Since April 2007 Poland collaborates with European Space Agency (ESA) under the Programme for European Cooperating States (PECS). Now the country is on the eve of entering the European Space Agency on a full membership agreement. Thanks to the favourable political situation, created mainly by the introduction of the space domain as a shared EU competence in the Lisbon Treaty and stable development of Polish economy, even in wake of global crisis, Polish Government started to work on ways of stimulating the development of space technologies. For almost a year the Economics Development Department at the Ministry of Economics was preparing an {\it Action plan for the development and usage of space technologies satellite systems in Poland}. The document will be showed to the public opinion in the beginning of February 2011. According to the Polish law and democratic rules of governance, the document should be a subject of public consultations. Nine non-governmental organisations will participate in the process of consultations: Copernicus Project, Warsaw Global Resource Information Database at United Nations Environment Programme, Kosmonauta.net, Mars Society Poland, Polish Astronautical Society, Polish Rocket Society, Space Generation Advisory Council Poland (SGAC), Students Space Association, Subcarpathian Amateur Astronomical And Astronautical Association. The consultation will be supervised by the Industrial Research Institute for Automation and Measurements (PIAP). Preparations started late summer 2010, but it's essential part was taken between the end of January 2011, when draft of the Action plan... received by NGOs, and March 2011 (which mean it is in progress). In this presentation we would like to show the arrangements of public consultation for space-related non-governmental organizations, it’s mileage, and the results, which will be submitted to the Ministry of Economic in the first half of March 2011. Also a trial of estimation of how NGO’s assessment influenced the final version of the governmental plan will be given.
