    Abstract
    Commercial space enterprise’s participation in the development of system-level space products will help to promote the scientific and technological development of Chinese space industry. In recent years, the Chinese national defense industry is facing transformation from planned economy to market economy and the government has issued a series of policies to encourage private enterprise to participate in the production and construction in national defense industry. However, the existing commercial space enterprise can only serve as small subcontractor or component provider. Based on the study of these policies, the basic requirements for private enterprise to become system-level contractor in Chinese space industry are proposed. With comparison of the successful experience of foreign commercial space enterprise and the status of Chinese commercial industry, the principal difficulties for commercial space development in China are drawn. In order to solve these problems, some advices from an industry perspective are given. It is suggested that the government should formulate equal policies and rules, and create suitable environment to ensure the rapid growth of commercial space enterprise. On the other hand, the enterprise should constantly enhance its technological level for its further development in Chinese space industry.
