    Abstract
    Mobile Satellite Service (MSS) business is expected to rebound with the adoption of Ancillary Terrestrial Component (ATC) by the regulators, which allows the integration of satellite and terrestrial network to achieve ubiquitous signal coverage for MSS. This paper identifies and analyses the main factors contributing to the successful implementation of ATC and the potential challenges and trade-offs. An overview of MSS and ATC, as well as an assessment of benefits and implications of the application of the relevant policy for key stakeholders is presented.
