    Abstract
    Assembly of the International Space Station is complete and installation and activation of all the major on orbit research facilities has been accomplished. Changes in technology, mission requirements, and scientific and technology goals have occurred since the time the research facilities and capabilities were initially designed and built. Recognizing the changing environment, NASA  has taken proactive steps to systematically upgrade and expand the capabilities of the on orbit and transportation research capabilities to meet these new needs and expectations.
