    Abstract
    Originally developed in the defense area, the planning concept based on capabilities is being used more and more to align the organizations to their mission and to accelerate the achievement of results. Complex and technologically innovative sectors, working in an environment subject to changes and challenges, such as space, require an on-going process of defining and building new capabilities. This paper proposes a Reference Model for identifying needs and building new capabilities for the organization through the process of acquisition of complex products and services. Studying the Brazilian space program and analyzing the difficulties found during its development have motivated this work. An effective process of acquisition must consider the various stages of the life cycle of products and services as well as the organizations involved and the environment in which they operate. This process requires a framework of processes and tools properly integrated and managed. The proposed model applies modern concepts of Capability Engineering and aims to provide visibility and control over the definition of the capabilities the organization needs to meet its mission and the construction of each element of these capabilities through a controlled process.
