    Abstract
    The European Space Agency's model of economic return along with defence procurement (offsets) literature emphasizes the significance of creating technological capabilities and the development of an industrial supporting base in the relevant sectors for the contributing countries. The analysis in the paper reveals that dissemination of technology within networks enhance innovation by creating products servicing new niche markets with locally adapted production technologies. The model is using industrial economics methodology and the results lend themselves to policy implications and recommendations for the creation of sustainable space industrial infrastructures, where both creation of new capabilities and technology transfer are considered.
