    Abstract
    The strategic goals of Ukraine are: improving the quality of life, ensuring high economic growth, creating potential for future development, improving the safety of society. Improving infrastructure and space industry of Ukraine will promote innovation in society, the development of science and technology, raise high economy and national security.
    Currently, the country's space agencies directly operate under limited resources to fund research and development of new technologies. In order to better use of available finance the Ukrainian government in March 2011 approved the "Concept of state policy in the field of space activities for the period to 2032." The dominant objective of the Concept is to meet the growing needs of the population, regional and state agencies in the country's space facilities and services that will help: 
    •	ensure the system receiving data from the national space system of Earth observation and geophysical monitoring "Sich" for the real economy;
    •	create a national system for GIS software and monitoring emergencies as part of European (GMES) and world (GEOSS) systems and provide its service users concerned;
    •	create and provide service nationwide digital satellite telecommunications infrastructure using group geostationary spacecraft communication "Lybid";
    •	carry out international space research experiments in the ionosphere initiated by national scientists "Ionosat-Micro", "Ionosat-Standard", "Ionosat-Premium";
    •	create a system of coordinate-time and navigation support of Ukraine in using information obtained from the global navigation satellite systems of different countries (USA, Russia, EU, China), and distributing such information terrestrial and satellite channels;
    •	create integrated multifunction system monitoring and analysis of space, etc..
    Ukraine consistently pursues  policy of exploration of outer space for peaceful purposes in the interest of public welfare, sustainable development of the country and all mankind. Due to the significant technological experience and outstanding spatial potential Ukraine  will further initiate and perform ambitious space projects in cooperation with international partners.
