    Abstract
    The second five year Korea national space development promotion plan was approved by the National Space Committee on 29th December 2011. It was prepared by the Ministry of Education and Science technology in accordance with the National Space Law in cooperation with the Ministry of Industry, Ministry of Environment, Ministry of Land, transport and Marine Affairs, and other related Ministries.
    It provides basic directions for the Korea space activities for 2012~2016 following the first space plan for 2007~2011. It maintains the basic frame of national space policy indicated in the first plan, but more focuses on measures and ways to enhance national space technology and promoting satellite data utilization in response to the domestic space technology advancements, policy and environmental changes.
    The second national space plan presents 5 strategies: advance technology independence, improve regulation and government structure to utilize satellite data, expand the industries participation in space development, acquire human resources and infrastructure for sustainable space development, and Legal/regulatory support for improving program management capability. During the second plan period government invest  1.9 billion USD, 73% increased compared to the first plan period
