    Abstract
    The Paper will analyse the interface between the Outer Space Treaty, the Liability Convention, and the international public law applicable to the liability of States for military operations. The baper will fundamentally be devided into two sections. The first section will look at state liability for security operations in outer space that occurs during peace time. This spectrum of analysis will all state security actiovities that can occur in outer space short of an  international Armed Conflict. In other words it will include security space activities occuring in Non International armed Conflict (NIAC).  The second part of the paper will analyse state liability for military state sponsored space activities that occur during an international armed conflict. 
    
    Public international law issues such as sovereign immunity, war crimes, will be analysed along with recent court decision on these. The paper will concentrate on the pertinance of these activities to issues of space liability for military activities.
