55th IISL COLLOQUIUM ON THE LAW OF OUTER SPACE 27th IAA/IISL Scientific-Legal Round Table «Optical Communication» International Telecomunicatios Union Instruments in Telecomunications Security author: Otto Gudiño Ramírez de Arellano Ramírez de Arellano y Abogados S.C. Law Firm, otto@rraya.com The International Telecomunications Union (The Union) is the specialized organization that belongs to the United Nations System wich haves the main funtion of regulate the information and communications tecnologies. Its mandate is very clear in all of its sectors and instruments by wich the Union fullfill these purpose , the allocation of global radio spectrun and satellite orbits developing the standards that all of its member may adopt into their domestic legal systems in order to ensure networks and technologies seamlessly interconnected, guaranteeing accses to served and unserved comunities in the world. The Optical Comunicatios and the Security Standars related to these Systems are also subject of the Union. All the relative Concepts like Interferente and Communications Interception are defined in the Union´s instruments: The Union Constitution, the Convention, The Radiocomunications Regulation and its anexes, also all the Resolutions and Recomendations adopted by the World Radiocomunications Conference ant the Plenipotenciary Conference that not also builds the Union structure, but establish the Framework for International Telecomunicatios and this incluyes the relative regulatory and technical aspecst of assuring thac all comunicatios be secure of harmfull interferente and interception. Privacy and data confidentiality, authentification, integrity, non repudiation, Vulnerability, threats and risks, Security Frameworks Requirements, Security and Public Key Cryptography are some of the Basic Concepts that The Union have beeing developing over the years and continue in its development. Recomendatios settled by the Union in security telecomunicatios can be mentioned like X-800 for open system Interconection, X-810 to 816,X 805 In particular what refers to Optical Transport Networks can be said that are the basis for all Internet protocol telecomunicatios, eath Systems Networks and Communications transport linked to Communications satellite Systems. The purpose of these document will be 1.- the analysis of the Union´s instruments Concepts on security telecomunications that have been made till now, 2.- the study of regulatory and technical resolutions and recomendations in particular those for securing optical Communications Networks for preventing them of harmfull interferente and interception.
