    Abstract
The impact of space based technology application on day to day run of the human been on the Earth is so evidence that in modern societies no one can live without uses of the space based technologies.
For the past 50 years many states especially the developing countries were dependent on the services which provided by space ferrying nations. Lack of technology, knowhow and high cost of investment were among the reasons for such dependency.
Situation has been changed; more than 45 states are operating satellites in orbits and near 15 countries are launching states.
This paper looks at emerging space nations and their space activities and space debris as the result of such activities. The author argues that lack of international cooperation specially by the most advance space ferrying states, emerging space nations have no other choice but to start from scratch and that means more debris in space which at the end the international community suffer the most.
International community not only should consider the mitigation and removal of space debris but also should cooperate with the emerging space nations to avoid the creation of unnecessary debris in space.
