Abstract

The different problems of aerospace monitoring of environment ecological state forming under influence of natural-climatic and bio-geographical features of Azerbaijan have been analysed. Subject to characteristic factors the necessity of operative solutions acceptance for ecological security (ES) of region is noted. The natural-destructive phenomena which are characteristic for the Republic, differing by climate conditions variety, natural resources wealth, favorable geographical location and possessing by big economic potential are investigated also. 
Major factors which it is necessary to consider for providing of natural resources conservation taking into account the environment parameters changes have been systematised.
On the basis of long-term experience of scientists and experts of National Aerospace Agency (ANASA) and scientific results reached in the field of remote researching of the Earth and the processes occurring in the sea and atmosphere, the strategies of developing and using of space technologies in the interests of separate branches of the republic economy are developed. Perspective directions of aerospace methods application for stable development of the state with sufficient economic potential which is at a stage of joining to the world states having own satellites and developed space industry are defined.
The interrelation of space activity on the basis of country technical base and improvement of approaches to the solution of the various problems in the environment ES (using of land and water resources) is justified. Hereby the necessity of the complex approach during formation of an space industry infrastructure is emphasized (integrated methods of ground observation, natural features,  technical systems and equipment, highly-skilled personnel, international experience and close cooperation).      
In the framework of the Government Program for creation and development of space industry in the Azerbaijan Republic the conceptual problems for creation of aerospace monitoring system of ES for preservation of natural balance, protection of woodlands, pastures, agricultural crops and sea resources are defined. 
It is shown that the solution of the problems connected with global ecological processes occurring at the present stage and a problem of rational use of natural resources can be possible only by coordination and integration of technical potential and possibilities of the world countries, purposeful planning of measures on a respect for environment.
