    Abstract
    Given the continually growing demand for communications services, satellite communication sector become importance role in today life style and cover lots of routine activities including education and entertainment which not limited to connectivity. Due to unique characteristics in satellite communication services such as the wide area coverage and the flexibility of network construction, National Communication Satellite Development Program had been introduced. Malaysia National Communication Satellite development program is an initiative development program from government of Malaysia in providing dedicated, secure and sovereign communication network.  First phase of the project had been finished by emphasizing on six (6) areas which be conducted in eighteen (18) months. In this paper, the areas that included Definition of User Requirement, Frequency Filling and Coordination, Local Industry Development Strategy, Program Implementation Strategy, Technology Readiness and Program Mission Study was presented. Based on mission study, proposed design of National Communication Satellite had been determined.
