    Abstract
    ISS program have been continued since 1998 with 5 International Partners (USA, Russia, Europe, Canada and Japan) which consist of 15 countries. Under the ISS program, human being got the first facility which we are able to stay for long term. It is said that ISS program is the unique international cooperation, which is big, complex and long term in the field of Space Activities. The same thing is also said to IGA and MOUs which provides about activities of ISS. 
    The human being discusses on the Space Exploration. It’s assumed to be done under the international cooperation in the discussion of ISECG. Both of the 2 options toward the Mars mission described in the Global Exploration Roadmap of ISECG are discussed as the next stage of ISS. And ISS is expected to play role as the test bed for exploration. 
    Now it’s also seemed that it is time for us to start to consider on the applicable legal framework to space exploration. This paper purposes to find the legal challenges for the Space Exploration, with evaluating the IGA/MOUs and other existing space related treaties.
