    Abstract
    The paper discusses the impact of the space industry's organizational heritage and national economy development trajectory at the commercial human spaceflight development. The factors are identified that have defined the obvious focus shifting from the early space tourism effort monopolized by the Russian Soyuz/ISS taxi missions towards the current emerging of the ‘Western’ pretenders’ fleet.  The technology and structural issues are comparatively analyzed that define the fundamentally differing landscape in the leading space powers with human space capabilities. A brief review is provided of the current Russian efforts at the early life cycle phases as well as the role of the private investors and development institutions.
