Development of the State Program "Space Activities of Russia" as a System of Measures and Tools of Russian State Policy in the Field of the Astronautics

Abstract

In order to unite all work performed using budgetary funds, the management of the country were suggested to create government programs in each concrete field of the state activity. To isolate one set of works from a variety of activities throughout the state, undertaken to perform activities (interconnected by problems, timing and resources) and to create of public policy instruments in astronautics, developed a document - the state program "Russian Space Activities" (SP RSA).
This document combines all the significant works of the Federal Space Agency: Federal Target Programs (FTP) - Federal Space Program, Maintenance , development and use of the GLONASS system, Development of Russian spaceports; subroutine - Priority innovative projects of aerospace industry, Ensuring the realization of the state program. It presents the priorities and objectives of public policy objectives, milestones and deadlines, budgetary allocations, as well as the expected results SP RSA. Separately, it reflects the requirements of public policy of the Russian Federation’s subjects in the field of space activities. For all components of SP RSA’s developed subroutines and FTP target indicators and indexes to characterize their progress at any point of interest supervisory authority.
Each FTP and subroutine correspond with existing legal acts , besides proposed  the main measures legal regulation in the sphere of implementation SP RSA. For all components of the structural elements of the SP RSA, trained resource provision, by budget classification codes that allows in combination with the existing process indicators to assess the performance of SP RSA real state of affairs at any given time. The analysis of social, economic, financial and other risks SP RSA allowed to submit measures to reduce or parry the totality of the considered risks.
SP RSA approved by the government, used in daily activities and allows to perform all the tasks assigned to it.
