    Abstract
    The vast majority of nations often view space as a key strategic asset, and it is this importance that is causing it to become a highly contested, congested and competitive domain. However, unlike the yesteryears access to space is not as expensive as one is lead to believe. Emerging actors and those with relatively new space programs have managed to make some remarkable achievements on meagre budgets. 
    For this paper we consider the national programs of countries like Brazil, Mexico, China and India and assess the key drivers behind national investment in the space sector. It goes on to discuss the socio-economic impact these programs have had on their respective national economies and draws parallels between future outlooks, sector projections and the political landscape that underpins their space policy initiatives. 
    The later part of the paper discusses a bottom-up framework that encourages new actors to work with emerging states as well as established actors on issues such as space education, outreach and other initiatives outside of their current bilateral agreements, ushering in new collaborative efforts that not only draw on the expertise of both the public and private sector but also acting as a soft-diplomacy tool that leads to greater regional stability.
