Abstract

When dealing with large-scale space and science programs in developing nations, particularly those within Africa, one is faced with unique constraints in addition to the usual budgetary constraints. Technology projects pose unique problems and expenditure requires much justification. 

The scope of this study is to identify the parameters to accurately assess, from the perspective of government, the economic benefits and challenges in developing a space program and associated industry component within a developing nation. These parameters are identified with respect to the economic, technological, investment and political regimes of a nation that must be in place to successfully adopt a sustainable space program and promote successful industry growth.

Essential to understanding these benefits is also to identify and understand the value chain as well as direct and indirect economic benefits from the benefits.

This paper will utilise South Africa as a case study to apply the above study and lessons learned.
