2/23/14 PROPOSED PAPER ON INTERNATIONAL GNSS REGULATION AND COLLABORATION Paul B. Larsen,pblspace@aol.com After a brief introduction about the nature of the current Global Navigation Satellite Systems (GNSS), my paper will discuss existing international regulation and collaboration beginning with the space law treaties and regulations. Then discussion will focus on the activities of COPUOS and UNOOSA, in particular the establishment of the International GNSS Committee (IGC). It will include description of the IGC membership, and importantly the IGC objectives of (1) providing interoperability and coordination among the GNSS providers, (2) servicing the developing countries, (3) serving as a forum for exchange of GNSS information. The section will discuss the four working groups on (1) compatibility of ITU radiofrequencies and interoperability of all four providers, (2) performance enhancement (3) information dissemination and capacity building, and (4) references frames, timing and applications. The major part of the paper will be a discussion and evaluation of options for insuring future reliable GNSS services for the world, including: (1) Coexistence and separation of dual use functions, (2) Stronger UN management role, (3) Continued national GNSS services but with mandatory international service standards, (4) Greater role for non-governmental entities. (5) Greater participation of the users in management and operation of GNSS services. The conclusion will include assessments and recommendations.
