    Abstract
    The following abstract tries to identify and analyze the legal issues concerning the placing into orbit of small satellites and space hardware by the International Space Station. Not only Intellectual Property Issues arise concerning discoveries but also liability and jurisdictional problems may arise when these objects may collision with other satellites or other man-made objects launched into outer space.
    Identifying the actors around this notion is also another important matter because of the essential idea behind determining not only who the launching state is but also all the whereabouts regarding the facility and the procurer concerning how placing small satellites into orbit and its applicable policies whether are used for Earth Observation matters or Navigation purposes may affect space law instruments and space policies.
