    Abstract
    With the development of China’s Compass Navigation System, Russian GLONASS, European Galilie Navigation system, the situation monopolized by U.S. GPS is being broken up. It is essential for international community to establish a international cooperation system under which global navigation satellite systems can be mutually cooperated or mutually fused.
    This paper includes three parts. The first part will study the necessity and feasibility of international cooperation for GNSSs.On the one hand, Nothing but international cooperation or fusion can refrain from mutual strife for GNSSs. Nothing but cooperation can realize mutual-win for GNSSs. On the other hand, from perspectives of technology and users and fuctions, it is feasible for GNSSs to cooperate or fuse.
    The second part will discuss the challenges to the international cooperation on GNSS.Because of the double functions of GNSS in civil and military, it is difficulty to deeply cooperate among space powers. Additionally, there is not existing international legal system for internation cooperation on GNSS.
    The third part will provide some suggestions on general principles and cooperative models and approches and contents on internation cooperation on GNSS.
