- Abstract
Satellite navigation has vast importance to national security, social and economic development, and involves complex legal issues. As one supplier of the four global navigation satellite systems which are recognized by United Nations and International Civil Aviation Organization, China's Compass navigation system has reached a new height since 2012, that is the total number of its satellites has reached 16 and Compass navigation satellite network has had the ability to provide services for the Asia-Pacific region. Compass navigation system has become one of China's infrastructure, and its application areas include a number of aspects, such as national defense and economic construction. But relevant legal issues are also increasingly emerging. This paper will research and discuss international and domestic legal issues related to Compass navigation system. And it will involve the relevant principles and rules of international law, long-term legal framework, the frequency dispute of different navigation systems, navigation frequency protection, navigation signal patent, the legal liability system, and relevant domestic legal systems on license, registration and commercial insurance.
