    Abstract
    Over the years the Global Positioning System (GPS) has become an international asset that facilitates an annual multi-billion dollar profits to an ever growing list of commercial applications. To facilitate discussions, the National Space-Based Positioning, Navigation, and Timing (PNT) Advisory Board was created back in 2004 under a Presidential Policy Directive. The Board provides independent advice to the U.S. government on GPS-related policy, planning, program management, and funding profiles in relation to the current state of national and international satellite navigation services. Recognizing its other Global Navigation Satellite System (GNSS) providers are now considering implementing similar boards to engage industry, users, international partners, and facilitate their own decision making processes. 
    
    
    This paper will examine the issues and recommendations the U.S. Advisory Board has discussed since its inception and how it has influenced decision making.
