- Abstract
he African Regional Centre for Space Science and Technology in English (ARCSSTE-E) was one of the centres established due to the recommendation of Scientific and Technical Subcommittee of COPUOS (A/AC.105/456) of the United Nations (UN) General Assembly, in its resolution 45/72 of 11 December 1990. The UN resolution 50/27 of 6 December 1995 further recommends that these centres on the basis of their affiliation with the UN establish academic relationships with national and international space-related institutions to facilitate achievement of their mandate. ARCSSTE-E since inception has been working hard to achieve its principal goal of skill and knowledge development in the aspects of space science and technology that can contribute to sustainable development in English speaking countries in Africa year after year despite challenges. The institution has however experienced a gradual reduction in the past years in its human resources through retirements and transfers that would otherwise assist to accomplish its mandate. This work presents and discusses the systematic approach of ARCSSTEE in trying to develop its workforce (capacity and capability building without sourcing for the greater part of its teaching faculty from the affiliate institutions as expected) despite paucity of funds. It concludes with recommendations.
