Abstract

The paper considers the current challenges and development task of the space legislation as applied to the international and intersectoral projects implemented by the actors in the economy with the strong public sector and transitional nature of the space activities' management.
The current situation of Russian space legislation is discussed with a special emphasis on the recent changes that led to the creation of the single-of-a-kind entity in charge of the national space program implementation, State Space Corporation Roscosmos. The principal changes in the space program management both call for amendments to the major national acts govering the space activities and re-pose the long-term issues of the national space legislation that get a new importance as the whole institutional layout is changing.
Most inevitable issues of the national space legislation include but are not limited to:

\begin{itemize}\item Refinement of the most basic definitions, including definition of the space activities as such;
\item Development of the pro-forma PPP models to be offered to the private actors for joining the national space programs;
\item Development of the bylaws defining the legitimate forms of the development activities’ support as part of the federal space funding, including university-based teams and ‘new space’ startups’ support;
\item Improving of the legislation associated with the space industries licensing, spacecraft lifecycle management and certification;
\item Resolving of the legal titling issues associated with the spacecraft in orbit;
\item Providing a legal base for commercial dissemination of the Earth remote sensing data collected through the state-owned spacecraft;
\item etc.

Progressive development of the mentioned fields of the national space regulation will allow generally better environment for the intersectoral collaboration and strengthen the national space industry’s position at the international space market.
