    Abstract
    ground surface deformation mointer is an quite important for safe control during the metro/dam, etc. construction, in some country, it is an mandatory process, for the  construction company, they do not have too much smart way to do it, they hire a lot of operator use the tradational levelling instrument to do the manual test and survy. such a kind of works, cost a lot of money and human resources.
    
    regarding to this real problems,based on the space payload technology, we are working with the user to develop an ground surface deformation mointer based on UAV/small pilot or ground, which is a D-Insar with data processing system as a core parts of this system. the best advantage of this system is the high accuracy at the mm, it is the topest requirement for the civil use. 
    
    
    In the future, this systsm will start from UAV until to the satellite based, and provide the service world wide.
