- Abstract
Due to the enormous challenges of the space sector especially in developing countries as well as the huge cost that represents scientific and technological research in the sector, this paper aims to propose an alternative based on South-South cooperation taking as an example the Agreement reached by the European Union and the European Space Agency on 2004, whose orientation towards a common space policy stressed the strategic importance of cooperation as essential for the consolidation and cohesion of the sector within the organization, in addition to sustain its international competitiveness. Thus, in addressing the space policy as a possible instrument of development for Southern countries through dialogue among nations, this paper will analyze the factors that could facilitate or limit in the same way that happened in the European Union, its configuration as an essential guideline in the promotion and application of scientific advances and technological innovations referred to the space sector.
