    Abstract
    The Group on Earth Observations (GEO) is an intergovernmental body that focuses on building the Global Earth Observation System of Systems (GEOSS). Since GEOSS consists of multiple systems contributed by its members, participation in GEO encourages member countries to implement more coordinated Earth observations domestically as well as globally. The purpose of this study is to analyze how international cooperation in Earth observation affects the implementation and planning of national or regional Earth observation policy by examining the case of GEO. The study explores the development of coordination mechanisms and initiatives to achieve GEOSS in the United States, Japan, and Europe, which have led the establishment of GEO. It was observed that the coordination of Earth observation activities in these regions was promoted to some extent by the establishment of GEO, but there is still potential for improvement. Based on the results, the study discusses implications and prospects regarding Earth observation policy.
