Cooperation in Space: An International Comparison for the Benefit of Emerging Space Agencies

Abstract

This paper provides an international comparison of models for cooperation between space states. By analyzing the successes and failures of these models, recommendations have been presented for the benefit of emerging space agencies, for example, the nascent Australian space agency. 

The report draws upon case studies of a number of different emerging space nations as well as drawing on learnings from established space actors. Specific examples of international collaboration in space projects are reviewed. An investigation is undertaken into the contextual barriers that inhibit international cooperation, such as the compromise between national interest and the benefits of collaboration, and the association of the military in the space agency. 

From this, recommendations are made about the role of international collaboration, and how this can facilitate successful outcomes for an agency and drive socioeconomic development in a nation.
 
This report emerged from the research conducted in {\it Space Ready: The Launchpad For Emerging Agencies }which provided policy recommendations for new space states from a comparative analysis of the aims, structure, funding, and activities over 14 different space agencies. The report was written during the 2018 International Space University’s Southern Hemisphere Space Studies Program, in which students from 15 countries with diverse academic backgrounds were able to provide insider perspectives on the space agency of their countries.
