    Abstract
ESA and collaborating agencies are proceeding seriously with preparations to establish a permanent settlement near the lunar South Pole. The initiative is to be supported by a global Moon Village Association, founded in November 2017 at the International Space University in Strasbourg. Once built and occupied, the Village will constitute an outpost of human civilization with many important cultural assets. In this paper we describe and advocate having the Village host a great and growing archive of human knowledge and wisdom to serve both terrestrial and lunar populations. One function of this archive can be to assist in either terrestrial or lunar disaster management and recovery.
