- Abstract
The Finnish Act on Space Activities entered into force on 23 January 2018. The Act is supplemented by the Decree of the Ministry of Economic Affairs and Employment on Space Activities. The objective of the Act is to ensure that space activities in Finland operate within the clear defined boundaries of law. It implements the international obligations of Finland under the UN treaties on outer space. Finland being party to the Outer Space Treaty and the Liability Convention recognizes its international liability for non-governmental activities. So far Finland has not been much engaged in outer space activities but this is a good starting point. With enforcement of this Act new actors and investment in space sector of Finland is likely to commence. This paper makes a study of the 2018 Finnish Act on Space Activities (Translated English version). It is written in two parts wherein the first part discusses the international space treaties that establish the scientific basis for national space legislation. In the second part review of the “The Act Space Activities - 63/ 2018” has been done. The paper reflects upon how Finland has addressed the issues of authorization and supervision, liability for damages, insurance, indemnification, registration, environmental aspects and others.
