- Abstract
Over 30 years, Korea space development was top-down, as many other emerging countries, to meet government’s needs. Recent years, Korea faced the limit of top-down-driven space developments in employment inducement, participation of private sector, and space technology spin-off. Not only for public needs but to drive private, commercial application of space, so as to guarantee long-term and sustainable space development, Korea started to encourage private sector to participate in space development in 2013 with National Space Initiatives. After 5 years of implementation, with evaluation and assessment of which, KARI started to promote the private sector in 3 ways.
