- Abstract
The National Aerospace and Airspace Program (PNAEA) of El Salvador is a top Salvadoran Government priority proposal. The strategy program seeks to carry out a series of activities to consolidate a letter of presentation from the Salvadoran Aerospace and Airspace project to attract promotion & investment. The plan also intends to establish diverse actions to cooperate with technological bases in the country, not only regarding aerospace but other correlated fields. In the short term the PNAEA acts as the program to deal with a set of all national and international centralized technical support for Education, Science & Technology, Public & Private Investments, Technology Transfer, Businesses, etc. The PNAEA, in the long term focus to awareness its country’s potential to improve research, develop and innovation that allows to build a core strategy of technology transfer looking to acquire manufacturing expertise of aerospace assets, commercialization and active participation from the world largest supply chain aerospace industry. The PNAEA is a legal figure where the government of El Salvador as well as the national, private and/ or foreign public or private sectors could play an important role, by applying sustainable investment policies, inclusion of the Salvadoran society as mandates to resource a fundamental role in the national economy. In this paper, the PNAEA exemplifies its requirements to lead as a national & recognized aerospace entity complemented by policies which are composed of integrity in every sense, requirements, adjustments, etc. to integrate El Salvador in the planned industry. The PNAEA, in specific, considers its vision and strategy of expansion, by coordinating among the three Organs of the Salvadoran State the goals to implement all the national legislation, promotion, conservation, and any other policies of foreign organizations and international mandates where national politics and science must converge to find a unify consensus. Finally, a Logical Framework Approach (LFA) is included as a series of structural activities, basic segments, core investments to promote a Public-Private-People Partnership Alliances, risk investment allocation programs, active participation from the society, national security policies, technology transfer, innovation, etc. all together considered the roots for a sustainable PNAEA – LFA in El Salvador aiming to export into Central America and the Caribbean nations its effort of becoming a top regional hub agency.
