This paper examines the NewSpace market and identifies the key players and the market and political forces that influence them. NewSpace has grown from a small group of U.S.-led government-backed corporates to a global movement of startups that engage in space-related applications. This paper provides classifications of different NewSpace actors and analyzes the environments within which they operate.

The NewSpace entity classification system proposed in this paper takes into account: market dominance, market technological breadth, market geographical breadth, governmental/regulatory ties, and relative capital flexibility.

The environmental framework includes the factors of developmental history, market freedom, governmental support, regulatory flexibility, first- and second-degree infrastructure development, and market growth potential as observed by outsiders. The paper applies this framework to fifteen key national and regional environments and compares its analyses to the present-day analysis by major partners. The framework is further extended to provide insight into how the same data and statistics are evaluated differently in governmental and venture capitalistic perspectives.

The paper concludes that the NewSpace market requires a different analysis approach to other comparable markets due to its defense and security-related concerns, and region- and technology-based cooperations that is unseen in other industries. Analyses using the two frameworks introduced in this paper can provide deeper insight into evaluating NewSpace companies for their current strengths and growth potentials.
