    Abstract
    The democratization of knowledge has become a challenge, which if it materializes, will not only allow a gateway but will also contribute to directing the active participation of developing States and latent industry. Assuming it materializes, decentralization will contribute to a start-up towards the spatial field without distinction or foreseeing a differential approach that allows closing gaps based on a clear and palpable policy with an accurate legal framework that achieves the execution of actions that respond to the needs of the industry from the initiatives of different actors that manage to connect in the links of this matter in a global context along with a strategic spatial value chain, the Sustainable Development Goals and space 2030 agenda.
    
    Colombia, through the issuance of a document that gives the guidelines for the social and economic planning of the country, requested its different government entities to implement different actions to promote the space development of the country, one of the commitments of this development strategy was to design a strategy to diagnose the scientific and technological capacities of the country, this article presents the methodology by which the diagnostic instrument was designed that allows the collection of key data on the current state of national research, academic programs related to space, products and space services offered and consumed at the national level, the available physical and digital infrastructure, human capital and its areas of expertise, science outreach strategies, investment mechanisms, sources of investment and the way it was acquired this information, this methodology is presented as A possible exploratory approach for developing countries to understand the state of current technologies in the country of study, is also presented as the analysis of the information obtained in relation to research, academia, infrastructure and services can contribute to the strengthening of the space ecosystem of the country, finally an analysis is made of the potential to strengthen the country's space capacities to promote the implementation of space development policies.
