    Abstract
    The article is dedicated to search of fair balance between implementation of “soft law” space law instruments and strict adherence to core “hard law” sources of space law. The following issues are taken as criteria for discussed implementation: ongoing inclusion of “soft law” provisions into contracts for conduction of space activities, level of space sphere development in a state, prospects of space activities development. The analysis is provided in light of state practices. The background of usage of law as impetus for development of space sector and attracting investments is also taken for consideration. Modes of implementation levels are proposed on the basis of the study.
