- Abstract
The goal of the paper is to describe the instruments for promoting startups in Brazil. Brazil has some incentive policies for startups, although not specific to the space sector. An example is Law 11.196/05, known as the “Lei do Bem”, which is a tax incentive given to companies that invest in research and technological development and innovation. There is also the Centelha Program created by MCTI with the aim of motivating the emergence of innovative companies. The program works by offering skills, monetary resources, and assistance to make good business ideas that work. There are also several other programs distributed among different ministries, without however there being a focus on the space sector. We analyze both the legislation and the results of existing programs. We concluded two things: i) they were not built with the space sector in mind; ii) therefore, they are not used by startups in the space sector.
