    Abstract
    The exploitation of space resources involves as yet unresolved legal issues regarding the appropriation of property in outer space.  The Moon Treaty attempts to address some of these issues; however, though in force, it still lacks the support of the major space-faring nations.  Of particular concern is how to balance equitable remuneration to states and their nationals that have the ability to access and utilize these resources without violating treaty mandates that require freedom of access and benefit to all of mankind.
    
    This paper proposes examination of some of the collaborative schemes presently working well in the evolving global intellectual property regime.  It will identify underlying principles and extrapolate these to the exploitation of resources in space.
