    Abstract
    At the 55th International Astronautical Congress in 2004, the authors presented a
    paper1 outlining a new approach to international cooperation in space exploration
    involving national, bilateral and multilateral programs within an overarching
    international coordination mechanism. That paper was an outgrowth of
    deliberations of a Space Exploration Working Group at the 7th American Institute
    of Aeronautics and Astronautics (AIAA) Workshop on International Space
    Cooperation (Anchorage, Alaska, USA, May 2-6, 2004).
    In April of this year, the International Space University in Strasbourg, France
    hosted a follow-on workshop, organized in cooperation with George Mason
    University. Co-sponsored by the IAF, IAA, AIAA and AAS, the workshop further
    developed the steps necessary to bring international cooperation in space
    exploration closer to reality, addressing issues such as international coordination
    mechanisms to minimize gaps and overlaps among programs and effective
    management mechanisms for individual programs. The role of industry-toindustry
    cooperation was an important element in the discussions.
    The current paper summarises the output from both workshops. It lays out an
    implementation strategy aimed at establishing an international forum in which
    space agencies can exchange information on, and coordinate among, their
    respective space exploration activities. The goal of such coordination is to
    optimize the global effort on space exploration.
