  • Alternative international cooperation in space development for Japan. Need for more cost-effective space application projects

    Abstract
    Japan’s space developments in recent years have been grouped into two major areas, namely (1) space exploration and space development, including constructing space infrastructure, and (2) national security. The heavy concentration on just a few expensive space development projects coupled with successive failures or malfunctions of Japanese space projects cast some doubt on the necessity and effectiveness of space activities in view of the tight budgetary conditions associated with the long economic stagnation. 
    This paper at first points out the problems associated with Japanese space development projects which have tended to pursue cutting-edge technologies, and the lack of transparency in the case of the information gathering satellite project. Then it examines the JAXA’s on-going international cooperation projects in space.
    After analyzing the past space development patterns, we will make several proposals based on a paradigm shift in the space development system; namely from a few big projects to more medium and small yet practical projects, from top-down policy making to bottom-up policy making, from Japan’s sole leadership to cooperative efforts by member countries to tackle global and regional issues. 
    There should be a change in the type of technology from technology-push space projects to more application-pull projects including GIS and remote sensing. This means more   space application activities must be implemented rather than fostering space infrastructure. In addition, Japan should develop cooperative projects with developing countries in Asia, Africa and South America to help solve the real economic, social and environmental problems in developing countries. Japan could also work closely with international agencies such as UNOOSA and UNESCAP in this regard. As for the funds for these projects, Japan’s ODA could be utilized more. Special attention should be paid to the natural disaster prevention and mitigation measures in utilizing space application technologies.
