    Abstract
    Space exploration and utilization brought the world together figuratively or culturally through great achievements like the first human in space, the lunar landing and space stations.  Space exploration and utilization also brought the world together literally or practically through satellite communications.  Today, people around the globe have much more awareness and appreciation for the differences and similarities in cultures.  People as remote as half a globe away with no religious, language or other cultural commonality share in the grief of others and are moved to assist them, witness the aid efforts in the aftermath of the Tsunami.  If the space community can take at least some small credit for helping to provide benefits to society by creating international cooperation, it can certainly take a strong look at how to improve its own outcomes by utilizing and improving upon international cooperation.  
    
    In this paper, recommendations are made to improve the outcome of future space programs utilizing international cooperation.  These recommendations focus on the aspects of strategically planning, organizing and funding international cooperation and preparing the organizations for international cooperation.  The recommendations are based on observations of previous programs and their outcomes.  Environmental factors such as politics and economics have been and continue to be a major concern in the development and implementation of international cooperation.  This paper posits that taking a pro-active objective approach can create success for all involved parties and alleviate external factors.
