The U.S. Approach to International Participation in the Vision for Space Exploration

- Abstract
In January 2004, U.S. President Bush established international participation as an objective in the Vision for U.S. Space Exploration and directed NASA to "pursue opportunities for international participation to support U.S. space exploration goals." Since then, NASA's Exploration Systems and Science Mission Directorates have been working together to fulfill the President's guidance on international cooperation. This process has included several multilateral discussions including two workshops on international cooperation in space exploration, over 200 bilateral meetings, and numerous exchanges on architectures for and approaches to international cooperation. These discussions have focused on identifying and enabling international cooperation that maximizes the probability of success for Exploration Systems and Science programs as well as ensuring that exploration proceeds as an activity undertaken by and on behalf of humankind. This paper will present the steps that NASA has taken to meet the international objective of the Vision for U.S. Space Exploration.
