    Abstract

    Remote sensing (RS) is a key instrument for successful response to the marine oil spills. There are an extremely needs of timely of recognition of the oil spill areas with the exact place of location, extend of oil contamination and verifying predictions of the movement and fate of oil slicks at sea.
    
    The oil production and its further transportation have been started from the offshore “Azeri – Chiraq - Guneshli”, located at the Azerbaijani sector of Caspian Sea. In this case development and implementation of marine oil spill monitoring and detection are highly important for the Caspian Sea basin countries.  
    
    The exploration geological and oil production have already been in progress for a long time in the shelf of Caspian Sea. Caspian Sea is a highly sensitivity on ecological and biodiversity point of view. Oil dumps and emergency oil spill have an extremely badly influence to the marine’s ecosystem and can be lead to the ecological balance.
    
    Generally oil spill monitoring in the marine is carried out by means of specially equipped airborne, ships and satellites. Marine and aerial surveillance of oil spills are limited by the daylights and weather conditions. 
     
    Satellite-based remote sensing equipment installed in the satellite is being of execution for monitoring, detecting and identify sources of accidental oil spills. Remote sensing devices used include the use of infra-red (IR) video and photography from airborne platforms. In the meantime presently a number of systems like airborne radar, laser fluorescence, microwave radiometer, SAR, ERS 1, 2, ENVISAT and LANDSAT satellite systems. 
    
    Using the recent advance space technology the following methodology can be applied for the foregoing implementations:
    - Development of oil spill detection methods for the purpose of practical oil spill surveillance related to the space imagery with application of any weather conditions;
    - Adapting of the observation to other systems as predict of oil spill spread direction and flow rate characteristics, determination the pollutant contaminations;
    - Development of appropriate data and user interface.
